  A real but incremental step up. The 9800X3D is the faster chip, particularly at high refresh rates in CPU-bound titles, but the 7800X3D is close enough that the graphics card will usually run out of headroom first.   Worth it if the machine will sit close to you on a desk. The extra radiator area does not lower temperatures dramatically, but it lets the fans run slower for the same result, which is what you actually hear. At stock settings the 240mm is already sufficient for this chip. A 280mm is also possible, so ask if that suits your preference better.
